    Overview

    The suburban development fund is a fund which plans to build homes for ex marines in the suburbs of Los Angeles. The fund comes into play during the final act of L.A. Noire, where Phelps investigates a series of arsons. The fund is actually a scam and is headed by some of Los Angeles's top men including the mayor, the DA, Harlan Fontaine and Leland Monroe. The fund is financed by money made by selling illegal army surplus morphine given to Fontaine by ex marine Courtney Sheldon. Once the houses are built, they are insured at Elysian Fields (Leland Monroe's insurance company) before being burnt down for the money.

    In the end, the redevelopment fund is destroyed thanks to Phelps' and Kelso's investigating, however the victory is bitter as Phelps loses his life in the process.
