The fifth installment in Bethesda's Elder Scrolls franchise is set in the eponymous province of Skyrim, where the ancient threat of dragons, led by the sinister Alduin, is rising again to threaten all mortal races. The lack of npcs freaking out and trying to get away in the game because there's a werewolf running around capping fools makes me hope this isn't gameplay footage from the final version of the game.

Yep.
I do like what I've seen of the transformation animation, however, being hit by huge werewolf claws should probably also knock people back at least a little. I was really hoping that attacks would feel a bit more weighty than Oblivion. We'll see...
