    Well i was roaming around and ended up in wolfskull cave saw it wasnt cleared so went in and started killing mages then i got to the ruins and saw that it was the wolfqueen mission playing out again has anyone else run into this and yes i already completed the mission

    After a certain amount of time has passed (I think it varies between caves), enemies will respawn. It is intentional, making the game playable after completing all of the quests.
