Velasco is the old, grizzled dockmaster of Rubacava. He's an old salt-of-the-earth type, with a clear bullshit detector and a good sense of humor.
As dockmaster, he knows of the comings and goings in Rubacava, and informs Manny that Meche has already left town. Velasco also commiserates with Manny over a woman he lost - The SS Lamancha, a ship he used to captain. Velasco is of the opinion that Rubacava, no longer the quaint little town it used to be, is "going to hell." Two years after he and Manny first met, Manny informs Velasco that the Lamancha was last seen in Puerto Zapato. Velasco takes off to chase his love.
