Small budget? They've been working to get the voice tech right in other language for years. Consider that this works in six languages. Just because it's a game using Miis doesn't mean it's some cheap throwaway thing.

From what the trailer implied, it doesn't require street passing. You just manually make the Miis yourself, or get them from your friends list, and the magic plays out by itself. At least, that's how I interpreted it.
