Overview
Dr. Wallace Breen was the Administrator of the Black Mesa Research Facility prior to its destruction, and negotiated the unconditional surrender of the Human species to the Combine Empire following the Seven Hour War. Breen was appointed puppet ruler of Earth by the Combine, and the ensuing terror-state they established resulted in the deaths or enslavement of millions of people.
Voice Actor
On March 24th, 2010 - the voice actor for the character, Robert Culp died. Though tragic, this will have little-to-no effect on the next Half-Life game, as Breen was killed in the conclusion to Half-Life 2.
