Philip Edward Hartmann was born on September 24, 1948 in Brantford, Ontario, Canada. His last name originally had two N's, but he later dropped one of the N's for an unknown reason. He spent most of his childhood in southern California and Connecticut. He gained American Citizenship in the 1990s. He studied Graphic Design at California State University. He worked part time as a graphic artist and designed album covers for bands like Crosby, Stills, Nash, and Young and Poco.

He later joined the comedy troupe The Groundlings, where he would become friends with Jon Lovitz and Paul Reubens. With Paul Reubens, Phil created the character of Pee-Wee Herman. In 1986 Phil joined the cast of Saturday Night Live and would stay on for 8 seasons until 1994. He would play many characters on SNL, including Bill Clinton, Ed McMahon, and Ronald Reagan. He played the character of Bill McNeal in the TV show "NewsRadio" until his death. He was in many movies, including Jingle All the Way, Sgt. Bilko, Three Amigos, and Loaded Weapon 1. He also had a smooth, radio voice and did voicework, most notably for The Simpsons.

On May 28, 1998 Phil's wife, Brynn Hartman shot him while he slept and then later shot herself. It was determined that she had alcohol, cocaine, and Zoloft in her system. His ashes were spread on Catalina Island, California. Phil married three times: to Gretchen Lewis (March 1970-September 1972), to Lisa Strain (December 1982-May 1985), and to Brynn Hartman (November 1987-May 1998). Phil and Brynn Hartman leave behind a son, Sean Edward, and a daughter, Birgen. Phil earned a star on Canada's Walk of Fame in 2012.
