William S. Sessions served as director of the FBI from 1987 to 1993
Part of a government anti-drug campaign created by FBI Director William S. Sessions, most arcade games in the 90s were given this splash screen to give a positive message to kids.
William S. Sessions worked out a deal with Robert Fay of the American Amusement Machine Association and seventeen different arcade manufacturers to include this screen starting in 1989.

In Scott Pilgrim vs. The World: The Game, a parody version of the screen is shown, saying "Winners Don't Eat Meat" and is sponsored by the Vegan Police.
