It's not just open to the US, it's also in Europe, and I imagine Canada and Australia too, but I'm not 100% on that.
It does however explicitly state that you'll get the points when the Summer of Arcade promotion ends, on September 1st.

They advertised it here too, but the fineprint on the offer specifically stated US only, although I havn't checked it recently it might have changed. "

That deal would have been worth it had it not been for Turtles in Time.  That's like blowing 800 pts just to get it back.  I wouldn't play that game even if it were free.  Bring the kick ass original back, the new one has no soul.
