At the start of chapter 3, I am supposed to find Shiro. I wander into the city area, do some side missions. Now, Shiro is back at the orphanage area. How do I get back there from the city? 
 
I have walked down every alley, and every street and I can't find out how to get back to the orphanage and beach area? Any help?

You use the train to move around areas.  To get to the train just walk in front of the white stairs that lead up to it.
