Is it just a coating or is the actual material developed to taste bad?

Because if it's just a coating, stick with me here, what if the actual cartridge tastes good? So good that during QA Nintendo discovered too many of the testers putting the cartridges in their mouths. So instead of sourcing a different material they just coated the batches with the bad tasting coating. We'll need to test the cartridges under repeated lickings to determine what it really tastes like underneath it all.

This will encourage so much cartridge licking.
