    Adam Benford, a former member of the United States Secret Service, is the man who recruited Leon S. Kennedy and helped elevate him from his humble beginnings as a rookie police officer into the highly capable government agent that he is today. Benford was later elected President of the United States and holds the position during the events of Resident Evil 6.

    Benford intends to give a speech at Ivy University in the small city of Tall Oaks, in which he will make public the truth behind the Raccoon City incident. However, as part of a wider conspiracy to keep the truth secret, a bio-terrorism attack is conducted on Tall Oaks, infecting the vast majority of the population with the C-Virus. Benford succumbs to the virus, and by the time Leon finds him, he has turned into a zombie.
