@cikame: I wouldn't consider a goblin a monster, and otherwise it's pretty much just a fantasy stealth game with some unique mechanics/abilities. If I added Styx to the list, I could also add System Shock 2 or Dishonored, IMO.
What I would like is something like GTA, but not with all that silly action of the True Crime games or Driv3r, but more believable, where you would just be a beat cop in the beginning and then rise through the ranks. Many of the games on my list have elements of that. My favorite police games are the Police Quest/SWAT series, as you might have noticed.
With this list, I'm trying to focus on police procedural games, in accordance with a game's particular police procedure. Meaning, even if Judge Dredd or Sam & Max are not policemen by our standards, they are in their respective game-universe, plus, the games play out according to procedure. So, for me, stuff like the CSI games don't go on this list; but if there was a game about Captain Jim Brass, it would.
