According to Zen United's Facebook and Twitter page they'll be publishing the game over here after a fair amount of demand from European fighting game enthusiasts.
 
Anyway, the official statement is as follows:
 
Afternoon everyone.

The first of this year's official announcements is a good one! ^_^

We're pleased to be able to tell you that we will be bringing Arcana Heart 3 to Europe. We know there have been rumours for a little while, but we thought it was time to let you guys know for sure.

We also want to thank you guys for all of your support with BlazBlue last year - it's means a huge amount to us here at Zen and plays a big hand in deciding to whether release games like Arcana Heart 3.

You'll also notice that there's no exact release date as yet. This will come soon - after BlazBlue we've learned a number of valuable lessons, so we'll hold off on the specifics until we know 100% we can make that date.

We appreciate your patience with this as, ultimately, we're trying to minimise disappointment for you guys further down the line.

Rest assured, when WE know, YOU'LL know ^_^

I hope the European 360 version is region free since Aksys isn't bringing it over. Anyway, it looks pretty rad ^_^

I can't wait for the US PSN release. This game looks like a lot of fun. Plan on doing some community events for it in the same style as our BlazBlue Fight Nights.

Horrible trailer. I mean, the footage is all right, but the background music... they took the character select theme and absolutely butchered it.

Enjoying both B>C>Super action with Kamui and constant reloading with Petra. My inputs are rusty as hell though, 1/10 air DPs come out as an air DP...

I'm liking the speed of this thing, combos are a lot faster than Blazblue and closer to Guilty Gear. Execution needs to be on point.
 
I think I'll main Zenia, her ridiculous damage and unblockable setups won me over. Reminds me a lot of old CS1 Makoto until they ruined her.
