It is the ultimate level Chariot Persona - you need to MAX her social link and then you can fuze FSteak. Her and Yukiko lets you fuze Scat-Hatch and Fat Steak. You can actually see her Fat Steak (but thankfully not her Scat-Hatch) in that pic someone posted above with the short skirt.
