    Dallas 13 is a "biobot" built by the villainous group OMAR and under the employ of Lord Clyde. Dallas 13 was created specifically for Mission: Second Offense. He drives a flying car called "Palomino XIII" and uses a special weapon called the "Mega Collider", which fires a red laser beam.

    In his ending, Dallas seems to be capturing Vigilante Houston. She then turns the tables on him, out a power source and "killing" him.
