    No because Vault 87 cannot be discovered. Or at least, it's mad difficult to do so. But besides Vault 87 yes, I did find every location.

    Pretty sure yeah. I spent the longest time trying to struggle close enough to Vault 87 for it to register as discovered but I never could get there. Maybe with all the perks from the DLCs it'd be possible now. Hmmmm....

    I've found a lot of locations but I haven't even got the achievement for finding 100 locations in the game. I'll probably go back to it at some point.

    Well you actually do go into vault 87 during the main quest, it's where you meet fawkes and get the G.E.C.K., it just never registers as discovered on your map.

    Used the perk and then went to everything. 
    The White House ( or what's left of it) is well worth it.

    if you're quick enough, pop enough Rad-X, have a huge supply of Radaway and have good rad resistance on your Armour, it's doable. you just have to make sure all the muties are dead cus once you discover it you have to fast travel somewhere otherwise you'll die.

    I found all of the places within the greater map but around downtown D.C i didnt really mainly because i hate useing the metros

    Wouldn't hacking in to the mainframe at the Vault-Tec building technically 'discover' Vault 87 on your map?
     
    Also, there is another way to get in to Vault 87. I wont mention it here in case it ruins anything for someone, a quick google will reveal it though.
