Should DVD be a platform?

When trying to add an interactie DVD 'game' I noticed there is no DVD platform. Could something that's controlled with a remote be considered a video game or would that be stretching the definition too far?

DVD is a format.
 
Those DVD games are still movies using menus to navigate. They are no more videogames than board games.
