I thought Underworld was alright. It wasn't up there with Legend but I didn't hate it. The game had some serious bugs though. I agree it was too short.
 
DMC 2 is also one of the games that I was most disappointed with.

For me, it was NFS-Underground. Hot Pursuit 2 kicked so much butt, and then to go down the crap hole of being the fast and furious the game, sucked. I don't care about customizing my freaking engine. I also don't want a drive a stupid honda. I want a ferrari!!!

oh don't get me wrong, I enjoyed the game but I thought it wasn't as good as Legend, it had nice graphics, but they really fucked up the camera and there are a lot of annoying bugs.

Tekken 4 and everything in that series after that. 
 
And I think the reason most people didn't like Bioshock to was because they were "dumb" enough to expect that it would make them go "HOLY SHIT THIS SETTING IS AWESOME!" like the first one did. 
Sadly there was nothing new in Bioshock 2 so people disappointed  themselves with that hype. It was an ok game though

I really, really enjoyed what I played of Fable 2. The combat system and world were a lot of fun to explore and experiment with. The problem with that game is that it doesn't effing work. Brand new disk, brand new Xbox, game still freezes all the time without installing it (which I don't have the space to do). I constantly would lose hours of play time, so I just gave up. Maybe I'll go back to it before the third one comes out.

DMC 4 wasn't great, but DMC 2 was basically unplayable. The controls felt terrible, especially coming off the smooth action of the first game.

No, I do play many sequels, but its just that I loved the first Bioshock sooo much, that I felt really disappointed in its sequel.

Devil May Cry 2- Was the first DMC i played but then after going back and playing 1 i realised how bad it was.
 
Resident Evil 5 - I love the game but it just felt like i was playing RE 4.5 The HD Co-OP Edition (In Africa)

Gears of War 2 and BioShock 2 come to mind pretty quickly.
 
A much earlier candidate would be Donkey Kong Country 3 but at least this one wasn't completely busted like the others I mentioned.
