Eh it's not the game though if a tutorial teaching me how to throw items popped up and said put this in the trash I would have without thinking of it but the situation they give you is this asshole is trying to boss you around and where's the fun in that.
It was teaching you a mechanic, right in the very beginning. This guy won't move until you figure out that you can pick stuff up and you can do things with the items you pick up. It is a tutorial, just not a blatant one. Game design 101.

In the context of the story, though, I was stepping into an oppressive dystopia. If some sort of lawman, even one of the lowest rank, tells you to do something in an oppressive dystopia, you should probably do it unless you want to suffer severe punishment. That's just the sort of atmosphere the game was going for, that's what I got sucked into, and that's what I did. Besides, it's a first person shooter, I knew there would be plenty of opportunities for Combine slaughter in due time.
For every subsequent playthrough, I threw the can in his face.
