Cheaper Tablet/E-reader Suggestions?

Hello ya'll!

I'm looking for an e-reader or tablet that's good at handling PDFs (highlighting, taking notes, etc. Maybe OneNote is good for that?). I have to study for my PhD orals and need something I can carry around with me that's good at organizing PDFs, etc. Anybody have any suggestions (or app suggestions)? I don't want to spend too much ($100-200). Thanks in advance!
