It is cheating. There is no excuse for the action. "Well it's ok because I kissed someone of the same sex." "It's ok because I kissed someone in another zip code." "It's ok because I only had sex with an animal...it's not like there was any pillow talk afterwards." There is no way for it to ever be acceptable. I'm sorry :P
It's totally fine if they're naked, if it's filmed, and if the girl who did it gives it back to her boyfriend and more importantly me. Otherwise no, it's cheating.
If the kiss meant nothing, then the act meant nothing. Honestly, most girlfriends I've had haven't cared about other girls hitting on me. It's all a matter of priority.

If you in any way perform an action that should really only be between you and the person of which you share a relationship with...if you do something that is wrong, then I consider it cheating. Kissing someone of the same sex is not just something you can blow over and say, "Well it's not big deal." It is a big deal...it's a deal breaker.

A lot of it depends on what kind of relationship you're in. If you're in an open relationship, then no.
It also depends on the person and the kind of kiss. If someone gives their gramma a quick kiss, then no. Some people like kissing and if the boyfriend doesn't mind, then no.
But these are exceptions for the grand majority of people, it is assumed to be monogamous, and that kissing someone else (male or female) is an act of romantic endearment, and therefore cheating.

I would probably think "omg that's hot," but the fact is she still kissed someone else, and her intentions probably weren't to impress me. If they were, that says something about her character, that she would sacrifice her dignity to impress me, which isn't impressive. For me, it's a no-no.
