To be honest, I bet they'll revisit Vice City. There were lots of allusions to both VC and San Andreas in GTA IV, so I wouldn't be surprised if the next game was in one of those locations.

I think London or Chicago would both be awesome choices, though.

It would have to be an American city, because so much of GTA is making fun of American culture, which lots of people in other countries are familiar with sometimes if they want and sometimes forced.  To make fun of something like British culture in a way the average consumer would understand, then it would have to be reduced down to lame stereotypes.

Personally I'm about 90% positive its going to be VIce City. But it would be interesting to see a new city although Vice City will obviously be re-designed completely.

Absolutely no chance a modern GTA game will be held in a city outside the United States. The humor/satire just wouldn't work. If they ever do that, it will be the death of the series.

For that matter, I see only two locations other than Liberty City, Vice City, and San Andreas that might work:

GTA: Lakewood - '40s era Chicago, extending perhaps to Detroit.
GTA: Capitol City - Washington, D.C., Baltimore, and perhaps Virginia Beach.

Pretty sure it'll be Vice City again. I can't really see any good reason for them to move out of the main three (tried and tested) cities. Their histories and things are already constructed, too- so surly that makes development and things easier?

It won't be chicago, its too similar to new york. 

I would love to see Tokyo, but can understand that the satire might not carry the same way, possibly you could still take the piss out of American culture by having mobsters in Japan as a fish out of water thing. I do hope it's somewhere new though.

San Andreas; they'll save the best for last (Vice City).

The real question is probably what time it will be based? I'd like to see a current-day series with the GTA IV trilogy I think.

I'd be surprised if it left the US, but I'd love a London one - my ideal one would be Edinburgh/ Glasgow (but that'll never happen) - so holding out for a London.

I wanna see Toronto, and not just because I'm Canadian, I wanna see the Greater Toronto Area joke someone made on the podcast come to light with the release of GTA: GTA.

Detroit.

Why would they switch to making a game in a real contemporary city? I wouldn't mind another jaunt to Vice City but when that's the most fondly remembered of the series, I don't know what they can do with that that won't make people hate it due to nostalgia.

Mexico or South America would be kinda cool
