Harpoon 4 was a planned game in the Harpoon naval strategy wargame series. The development of Harpoon 4 began in 1997, but buyout(s) of the original publisher Strategic Simulations, Inc. and restructures continually delayed progress. Use of a 3D engine was the most notable change planned, with the game also planned to have a vast array of unit data - more than 250 units from 14 countries from 1986 onwards. Rulesets for a paper version were published as a commercial product in 1997. By 2002, Ubi Soft was in control of the video game project; the planned release date was continually pushed back. The original development company Ultimation eventually folded, causing Ubi Soft to transfer development to an internal studio, and cancellation of the game was announced on November 26, 2003. Work on commercial versions of Harpoon (largely upgrades to earlier versions, including several features originally planned for Harpoon 4 such as multiplayer) continued until 2013.
