As seen in the quick look, during cutscenes the video has this glitchy, jumpy effect added to it. I'm wondering if there is a way to turn it off, because even during the quick look, it was being laid on way too thick for my liking. I realize the game isn't out yet but if anyone knows and could tell me, that'd be great.

I don't think so, it's a part of the cutscenes and the game's style. The game Max Payne 3 copied that camera effect from, however, had that option.
Yeah, I don't think it's something like "motion blur" that can be toggled off. I think you're stuck with it.
I am going to not buy the game because of those, from what I saw in the quick look they are over used and very annoying.
It was definitely a bit much at times in the quick look, but the gameplay looks fun-as-shit so I'll still be buying it. I hope I can buy it at PC release.
I really like glitch art in music and in visual art, specifically the distortion or eroding of images and sound, but for some reason hate it in games. Max payne 3 and Kane and lynch 2 both use it hard and it drives me nuts.
You can't turn it off, but I got used to it pretty quickly, within the first two hours of the game It didn't bother me at all, but it is noticeable throughout.
Seems like a Tony Scott thing, ala Man On Fire. R* says it's supposed to represent Max's drunken, drug-addled haze through which he sees everything. Seen a lot of comments from people saying they don't like it, so it probably wasn't the best choice.
I like it for the most part, though there are a few cutscenes I've seen that use it too aggressively.
It does that crap in every cutscene over and over. Even when he ain't drunk it does it. I dislike it greatly.
Neat idea, but man, even just what was in the Quick Look started to give me a headache. Really wanna play the game, but not looking forward to having to keep turning away from the screen.
Well I'd much rather prefer those, than some I've found in multiplayer...
So I was playing today online and have honestly been enjoying myself with the online play. However I encountered not one, but TWO different people who have somehow exploited the game. These two individuals were impervious to damage however they could not dish out any of their own.
It's more of an annoyance than anything else. but when playing something that involves capturing a point the player can just stand in the point without dying and thus securing a sure victory. Hopefully *Star can fix this soon. I was able to capture footage of the second dude I met who had this glitch.

Hardly a surprise that Rockstar would be obnoxious with an effect like that; they are hardly known for the subtlety or sense of restraint
I doubt Rockstar respects the PC community enough to give us such mod tools. I'm not sure about IV, but weren't the mods just basic graphics ones? (ENB and whatnot).I'm sure someone in the modding community will make a filter for it when the PC version hits.
I doubt you can change cutscenes without mod tools, I mean they're not graphics, they're video. P.S. I'm no expert on this.
