When I say that, I talk in a fighting-game-mechanic sense - Because they of cause all look like and animate like throws :-)
My point is just that most (if not all) special moves that happen to be throws seem to be blockable... as if they were hit-attacks.
Usually the core rock-paper-scissor mechanic in fighting games goes something like:
block > hit-attack throw > block hit-attack > throw
This stil kind of apply, but it's really only the "ordinary" throw that handles that way.
In this game it doesn't really seem that characters that you would consider grapplers have any particular edge over opponents that block a lot.... Which I guess usually is supposed to be their strength.
... Not really a big deal or anything... I just find it a bit weird.
