I am about to buy a 3DS and I'm all about that digital download future. I live in Europe and the prices on the U.S eShop are WAY lower so is it possible to make an American account on my EU 3DS or are they region locked or similar?

You can buy download codes from game.co.uk. They are usually a fair bit cheaper than the eShop prices.

I only found this out recently with the release of MH4G, and was super excited to get the convenience of a digitial download at the price of a boxed copy. Very good deal.
