I'm more inclined to think the bone dust is the Solaire reference, that's just how I like to interpret it anyway.

I used the Drangleic Sword until upgrading my Claymore to +10, at the end I was dual wielding two +10 Claymores, also the Dragonrider Bow and about a million fire/magic/lighting/iron/dark arrows.

75. In order to enter the dual wielding power stance you need 150% of the required stats for the weapon.

e.g. Claymore is 20 STR and 13 Dex, therefore you need 30 STR and 16 DEX to use them in tandam.

76. When dual wielding using L1 and L2 for light and heavy dual wield attacks, R1 and R2 will be the same as usual.

It does help a bit, it's not huge but you really notice it if you are trying to be fast rather than tanky.
