Viper, Seth and Dhalsim are low tier but Blanka, Abel and Bison are high? You crazy.
 
But yes, Dan is better than Rose. The console characters essentially go Gen > > > > > Sakura > Dan > > > > > > > > > > > >  Rose > Cammy > Gouken > Fei-Long. Gen is the only viable console character (and is getting nerfed), Sakura wins over Dan due to her crazy reset game that only requires one good combo to confuse someone into giving up a dizzy and the last four are flat out garbage that are pretty much free to the rest of the cast.

I generally agree, but I think Seth, Viper, and Ken should move up a bit, and Guile, Blanka, and Honda should move down a little. 
 
I agree with the top tier completely though.

Am I the only one that thinks Fei Long is a good character?

Interesting list.  I have talked to people who do think Honda is in the top 8 or so and I can see why he his.
