You can not compare the gameplay in the Witcher 3 and MGS5. One is a RPG the other is an action game. They are fundamentally trying to do two different things. The story, characters and the world is the Witcher 3 and they are all top notch.
The FOB stuff in Metal Gear is not that bad, you only need the 1 to get all the stuff you need. Also you get so many guys that losing a few is not a big deal. You also get a crap ton of money if they fail. At the end of the game you are getting S guys all the time.
