I did a few quests tonight and I hit lvl 9 then I did a few more and hit lvl 9?!? just wondering if 9 is the highest lvl or if this is a bug?

I got the game yesterday, and I am liking it. There is no VO which kind of sucks given that Persona 4 is full of it but it seems like a good game all the same.
