Just went there on a whim to see if I could finally link my game only to find the page that they used when the site went down days before Rock Band 3 came out (saying it will be back on October 26th and to pre-order the game and all that)
Hopefully this will fix a lot of the problems that have plagued the site for a while now (linking, registering, etc.)
