Which Downloadable Content is Capcom planning? Is Capcom planning DLC for stages of Super Street Fighter IV?

Hahaha, stages...  That'll never happen for a game like this one, but the new costumes for each character have a high chance of being DLC.

New costumes will probably be the most prominent DLC content available.

Eventhubs summarized a Destructoid article that I'm too lazy to click, but basically there should be some "Exciting" DLC announcements coming soon.
This is my worst-case scenario that I really hope I'm wrong about:
Remember how the character select screen was missing a few spots from the Famitsu scan? What if they took out those and made the the 3rd Strike characters paid DLC?
I just hope it's all that ice cream I ate that's making my paranoid.

tournament mode DLC is coming after release, and will be free of charge. They would not make characters DLC, they've already said as much back when SFIV was released.
