    I was just looking at Cup of Tea Productions' website today and noticed that they have Tales of the Tempest listed as a project they did dubbing for in 2007. Obviously Tempest was never released outside of Japan but this listing makes it look like an official localization was in the works at some point. Does anyone know if there was every any kind of announcement or talk online about this? I did a causal search and didn't find anything.
