They put a decent amount of Marketing behind it, I also think it got in at a time before Free To play was such a common concept.

@damnboyadvance: If they hadn't adopted their current model, there would be no Battlefield Heroes today. They weren't making enough money to support it. 
 
However, as it stands, you can still be a free player and remain competitive, at least for a while. I've never spent a dime on Heroes and I occasionally top the scoreboards.
