How does the ranking system in this game work?

I heard, after doing a wee bit of research, that the ranking system worked for a small while which is why some people have ranking scores, but it broke, and because the lead guy (david sirlin) left backbone apparently there is little chance of it being mended or patched etc... so we're kind of stuck with it. That's what I came to on doing some research but I could be wrong.
