Some games have included developers commentary. These comments can be in text form, audio that plays in the game or the menus, or video. Sometimes they are just added in the collectors editions.
Voice actors don't always get an NPC to represent them. Sometimes voices have no visible speaker.
The in-game announcer is a non-character disembodied voice commonly heard in arcade games, first-person shooters and real-time strategy games. They announce game modes, multi-kills, and game-changing events.
Some developers hire actual commentators to host Live Commentary while watching people play the game, usually during specific timed broadcasts.
When a crowd is present in a game (often invisible) that does nothing more than cheer or boo, depending on the player's performance.
An evil overlord or generally bad guy who sits on his throne while watching others fight to the death for his own amusement.
