In Tycoon City: New York you take on the role of a real estate developer in Manhattan. Starting in Greenwich Village, you build the island up district by district, from the Financial District to Harlem.
To build up each district, you construct shops, apartments, restaurants, nightclubs, and other businesses serving a wide variety of needs. Each building you construct can be "upgraded" and customized with extra features including additional signage, shrubs and trees, or rooftop billboards.
From time to time you will be presented with tasks and goals - such as constructing buildings along the parade route for Greenwich Village's Halloween parade - that when completed, earn "landmark tokens." These tokens can be used to construct landmarks around Manhattan, such as the Empire State Building, Madison Square Garden, or the Chrysler Building.
The game is notable in that it is impossible to fail. Once buildings are constructed, they cannot lose money, so aside from initial construction costs, you will always have a positive cash flow.
