    I typically consider rubberbanding to be "when someone has the lead by a ton, and the game offers assists in order for you to catch back up easily"... 
     
    ...like Blur does... 
     
    ...and Sonic & Sega All-Stars Racing.  There's actually an option in the options menu of S&S that saying "Rubberbanding" and you can turn it on and off.

    I don't play 1943 any more, mainly because I own BC2. I really don't know why they're still working on it for PC (I think?). They should just import the maps into BC2, imo.

    A ton of people still play this, I wish I could play more, but I gave up after getting lots of previously mentioned rubber bands.

    Still fun & a bunch of people still playing this as other Battlefield games, at least enough for a good match though still getting the plane thieves alot.
