Personally, I'm going to wait for at least a few reviews, I think I'll end up pre-purchasing it eventually but I guess I'll be a little cautious.

Steam can do this cause their bad ass. And they don't tell people they actually make money off this they tell publishers it charity
Valve just understands business.
First off, the copies they are selling are digital, they're not actually losing anything by selling them so cheap. They know that the people that were willing to pay 50 bucks on release have already paid. They know the people that paid 30 bucks a year later have paid too. Essentially, by selling things for cheaper and cheaper, they're making money out of nothing. Previously untappable sectors of the market are tapped into.
You can only gift games if you have a duplicate on steam right? Because I own a retail copy of Bioshock that I don't think I can activate on steam.

Call me cynical, but I wonder if this is a sign that Valve are worried about how this game's going to sell? Let's face it, as popular as Bioshock is you could hardly call it a towering brand like FIFA, which people will blind buy just for the name. Bioshock fans have a vested interest in the story and how it's handled, and if BS2 gets bad reviews it could tank. Almost seems like this should be called the 'Here's The Original In Case This New One Sucks Deal'

It's not actually that large of a discount for a preorder on Steam or anywhere really. All companies like to get their preorders in, and you often see games like Bayonetta, Serious Sam HD (on Steam), or basically any game preorder on Amazon having similar preorder discounts. Gamestop often gives free overnight shipping for preorders...
This is just really speculation on my part; I can understand the benefit of bundling in BS1 in terms of an attractive deal for customers, I just think it could raise suspicion given the general skepticism surrounding the new one. But in the end, it'll still shift a metric fuckton of copies on Steam regardless of which game people are paying to play, so the publishers win out anyway, I guess.
