Color Banding (?) Issue in Videos

I'm getting an issue with the video where the image is distorted, see attachment here. Happens frequently in some videos, occasionally in others and even varies by section. For example in the Blizzard collection video where this screenshot is from, it occurred frequently in the Lost Vikings section but less often in the Capcom section. I have tried changing YouTube/HTML5/Progressive streams with High and HD settings and it still happens, and it seems to be repeatable.

Yeah, it happens when they stream live, seems to be because of their remote streaming solution (Jan records the final video, but Jeff, Brad, Vinny and the others send a video feed to Jan, and that's the part that gets the image corruption. They usually use Parsec and another thing I've forgotten the name of, but both seem to have the same problem).

You can see the same thing happen within their individual feeds when they do the picture-in-picture stuff on UPFs and such.
