The PSNV platform is for digitally available Vita releases only. PSP games that work on the Vita should not be flagged as PSNV.

PSNV sounds more like 'piss envy' to me. I imagine that would be being unable to pee, though wanting to, and envying another person's ability to pee. Man, that would be frustrating.
