Street Fighter X Tekken has future DLC already saved onto the disc, but you can't use it because you're going to need to buy it separately later this year. This means you already have the 12 extra characters saved onto your CD, but in order to "activate" them, it will cost $5 each. That's $120 for the complete version of Street Fighter X Tekken.

We already know this, none of us are really upset as far as I know because in terms of compatability it makes sense.
You probably also have to realize they didn't just make these characters for the original game and locked them away, they likely had an entirely seperate DLC budget.
I didn't realize they had already officially announced the DLC along with pricing. What are your sources?

I liked Capcom, but if you are not upset by this deceptive fraud, then I can only say that you are partially to blame.Its not fraud. Wile I agree I do not fully like this kinda practice (DLC On DISC) Chances are the game was DONE when they started to add more people. And wile the game is out chances are they are hard at work balancing these DLC people.

Mostly people that think they're above a situation or don't care about stuff. Meaning most of the comments on this thread that say that they don't care or couldn't be bothered about this issue. Here is how video games are made:
Step 1: Raw core systems designed and implemented
Step 2: Art assets generated
Step 3: Iterative programming and further systems added
Step 4: Game finalized, further systems and content no longer viable for adding to core game at risk of being buggy, glitchy and unfinished. Aka the "cut off" point for new things.
Step 5: While game is in finalization process existing unfinished or further extra content/systems begins development. Some of this is done in time to be patched or added as DLC upon release of the retail product, some takes weeks longer, some takes months longer.
DLC is DLC because it is content that isn't ready to be part of the game at the time that it goes gold. It is generally better to have any content that is particlly developed included on the disc so that less DLC files need to be downloaded and balancing work can be easier. The developers aren't blocking content from you, they are stopping you from having access to parts of the game that ARE NOT FINISHED. When they are finished they become DLC. In the past this content wouldn't have been available because it wouldn't have existed.

Step 1: Game is thought up.
Step 2: Guys program the animation and physics stuff off the things from the art people.
Step 3: QA testing just like in The Tester!
Step 4: Bunch of old people decide when game comes out and what becomes DLC
Step 5: More old people.
Step 6: Bribe/blackmail crappy journalists to ensure good metacritic score

I agree with both of you, but I fail to see how characters that haven't been completed and / or aren't essential to the plot / lore / core game make a game incomplete.
Also, horrible sense of deja-vu going on here.
