I honestly feel like the Cell saga isn't as "big" as the Frieza saga in scope. I mean, yes, the "power levels" are bigger, but that really doesn't mean jack-shit except "this guy's stronger". The Frieza saga is damn near a space opera sort of thing where a planet blows up and an ancient alien power is awoken. Nothing of the sort really happens in the Cell saga. People get stronger, but by that point "strength" isn't much more than an informed attribute since everyone who can do anything is already powerful enough to blow up a planet when it begins.

Then the Buu saga throws everything back into space opera mode, only this time there's way more magic and gods than science fiction.

Agreed for sure on the difference between the Cell and Frieza sagas. Everything about the Frieza saga is a bit more epic. Frieza is a more compelling villain, the stakes are higher, he has lackeys who can hold their own, and all that. The Frieza saga ends with the destruction of a planet and with Goku unlocking a power that also saps him of his good qualities -- he becomes very cold while one of Goku's positive traits is he cares (even if he's a bit oblivious).

As a kid Cell burned me out on DBZ for a long time. Rewatching the series as a kid, the Frieza saga is actually fun and tense. All these different character dynamics factor into how the conflict plays out in a way that simply doesn't matter with Cell.
