So I turned off auto renewal yesterday because the card is expired, and my subscription ends today. But now it tells me "An outstanding balance exists on this payment instrument. Please try again later." when I try to remove the card? I tried calling support, but they were useless.

One of those should help. If not, you have to call Microsoft as only they can deal with billing support-type problems.
Never had this problem myself. I've removed expired and valid cards from my account. The only problem I've had was with canceling my auto-renewal Live subscription which, I now understand, you can only do over the phone. I had to ring them up, they gave me a load of retentions offers, I politely refused them all until the rep eventually canceled my Gold subscription.
Is this the problem you're having? You can't simply remove your card and presume your Live subscription will end I'm afraid.
