Well if we are talking funnier, it's Saint's Row hands down.
But funner? Is that supposed to mean 'engaging'?
I found the GTA4 world more engaging than Saint's Row 2.
Saint's Row is a wacky ass ride that entertaining but rings a bit hollow in the end. I think GTA4 could learn from SA2's mechanics but it's the more deeper game.
Saints row 2 is way more fun, however gta games are better technically overall gameplay wise and if you care about all the drama and stuff. Saints row 2 makes no appologies and has no conscience, which makes it fun.
GTA4 is a good game but not because it's fun (that sentence makes no sense). Saints Row 2 is fun. Plain and simple, it doesn't take itself seriously (there's a poop truck you can drive around in).
I made some assumptions before answering the poll. I assume we talk more specifically about the latest titles in each series i.e. GTA 4 and Saints Row 2. I've enjoyed previous GTA-games more than the latest, and differently enjoyed Saint Row 2 most if the decision is between those two titles.
As for the majority of replies to this topic being grammar-nazism, I am reminded that the best way to ensure traffic and comments in a thread, is to include a spelling error in the title of the thread... The internet is wonderful that way :-)
And i found Saints Row 2 more fun. Even with the horrible PC port, that ran at 5 frames per second no matter how low you put the settings,and how good your pc was. That game was just full of utter insanity. GTA was good, but IV took out all the fun.

You're not the target market. That's obvious; you bought Crackdown to get into the Halo 3 beta. You probably don't like many games as much as you like Halo. Crackdown is an incredible and made me seriously think about leaving PC gaming for a while. Just Cause 2 has made me extremely happy I didn't. It flattens any other sandbox experience. With a cruise missile.
GTA is a better game, but Saint's Row/2 doesn't take any bit of itself seriously and is therefore more fun. I never have any regrets when plaing Saint's Row 2 because nothing matters. It is a perfect sandbox where I can make my own fun. GTA has gotten away from that lately as it has "matured". It's that freedom which is also the reason why Crackdown is so much fun.
