You're not the target market.  That's obvious; you bought Crackdown to get into the Halo 3 beta.  You probably don't like many games as much as you like Halo.  Crackdown is an incredible and made me seriously think about leaving PC gaming for a while.   Just Cause 2 has made me extremely happy I didn't.  It flattens any other sandbox experience.  With a cruise missile. I really liked both and found them too different to compare directly.

Saints Row 2 is more fun to me. I played GTA4 and liked it, but now that I've played through Saints Row 2 multiple times (to 100% completion twice and part way there 3 other times) I can't go back to GTA4. 
 
I think that Saint's Row embraces its stupidity rather than trying to be something it's not. Yet the story still has its strong parts that make it actually matter.

Pre GTA4 I'd say GTA.  Any SR game is is "funner" than GTA4 and that game is fail imo.  I love the story but I hate almost every aspect of actually playing the game.

Why do people keep saying "I had more fun with Saint's Row, but GTAIV was a better game"? No, if you don't have fun with it than it is not a better game. GTAIV tried to make itself some serious realistic life simulator.. except in real life people don't run down the street with rocket launchers. The cutscenes/story made no sense in connection with the gameplay where one second Niko is a remorseful douche just trying to live in the big city and then the next he is running down old ladies in an SUV he hijacked from some soccer mom . It breaks immersion, takes players out of the game and also makes for shitty fucking gameplay. Saint's Row 2 the main character is a psychopath and when you go into the world and start blowing up skyrail systems with attack helicopters just for fun, it makes sense. Stop saying GTA IV is a better game because it's not.

My conclusion ultimately was, that I like it a lot better than GTA4 and actually had fun with it. 
As far as I am concerned, the GTA-series topped with Vice city (as someone else previously mentioned). 

I'm look forward to a third game in the Saints Row series, mostly because I expect they'll iron out any flaws.

I liked GTA IV a lot because it was more serious. 
But when I want funny and over the top stuff to do (I assume that's what you mean) I go with Saints Row 2

If were talking about fun and the series as a whole rather than a particular installation, I'm going to have to say GTA. Yes, Saints Row had a lot of random fun things to do in the city but when Saints Row 1 came out, it was simply a competent GTA clone. Saints Row 2 was able to stand a little more on its own (partly due to the fact that GTA4 decided to take such a serious tone) but GTA as a series makes up for that with Vice City, 3, and my personal fave San Andreas. Mountain Biking across the desert hills, bunny hopping in the hood, running marathons, upgrading my character like an RPG hero, the amazing soundtrack, stealth knives, jet packs. I loved the balance of a serious game and just have fun that San Andreas had. Saints Row felt way more skewed towards just screwing around which was great in its own right but I have to give overall fun towards GTA.
