Hey, I was hoping someone could help me find a side quest in the Historic district. I've completed the game and have labeled the rough location of the area where the side quest should be located.
 
Any help is appreciated.
 

It should be somewhere in that black circle.
 
Lots of people are saying you need to do one of those carrier quests with the random enemies. You should try running far away from the area, come back and search for some carriers.

I did all the hidden package quests. 
 
Looking at the map I posted, the numbers are the side quest locations.
