As Tomi Kisaragi
Izumi's memories and personality were preserved after his death by Tetsuya Ida. Izumi's AI was able to trick Ida and supplant himself in an android Ida had built in the likeness of Tomi Kisaragi. He then travels to Sector 4 (1985) where he encounters another android built by Ida, Erika Aiba. Aiba was built in the likeness of Tamao Kurabe and used to monitor the sentinel pilots in that sector. Izumi (as Kisaragi) defeats the Aiba android, but then transfer himself to Aiba while leaving the Kisaragi android in disrepair.
As Erika Aiba
Izumi (as Aiba) follows Yuki Takamiya and Natsuno Minami where they discover Keitaro Miura's hidden sentinel. When his cover is blown, he sustains heavy damage and jumps off a bridge to escape. The Aiba android is discovered by Juro Kurabe, Izumi's clone. Izumi transfers himself to the nanomachines within Kurabe where he manifests himself as Kyuta Shiba, a friend only visible to Kurabe.
As Kyuta Shiba
Kurabe doesn't realize Kyuta Shiba isn't real at first, which allows Izumi (as Kyuta) to manipulate Kurabe towards Izumi's ultimate goal.
As Fluffy
When Juro Kurabe is within a certain distance, Izumi is able to make himself visible to other people via holographic projection. He chooses to appear to Megumi Yakushiji in the form of a talking cat and convinces her to shoot many of her classmates, thus implanting them with the nanomachines necessary to pilot sentinels.
