Making them cry or having them need to take a break do to a heavy situation, like Jeff explained his experience with that meth girl in GTA4 I think, has seemed odd because I have never been through that situation playing a game. Now I'm about to talk about some Overlord spoilers so if you don't want it spoiled don't read anymore.
It was a sad moment to behold, but not one that'll forever stand out to me as one of the most tear jerking moments in gaming. I didn't even find Overlord to be all that amazing anywhoo, least not when put against Lair of the Shadow Broker. Was incredibly surprised for Jeff to think Overlord completely trumped Shadow Broker.
EDIT: On topic though, I still found Shadow Broker to be better. Those end-mission terminals just sold it to me. Oh and I've never had a game make me openly cry, though I do remember parts of Red Dead Redemption making my eyes water.

"I think he's referring to the Random Stranger character; a young girl who's a complete mess who Niko gives her money so she can move back home to her parents.
I freed him and hit his brother in the face!
Its bloody powerful, but I can see why some people think it doesn't hold up to the other DLC.
I prefer stuff like Overlord actually, it was a rather unique setting and it fitted well within the universe, I really loved the ending, only bad thing was that I didn't quite get what happened to my crew near the ending.
Overall, I prefer Lair of the Shadow Broker, but the ending to Overlord is indeed really powerful and moving.... my eyes got a little teary too.
It was just too cliche for my taste.
So I just sighted and thought "really?" because combat was a chore and it was not an interesting payoff at the end for me.
I had the same when (Heavy Rain spoilers)
That DLC had a good story and I loved the part at the end where
Overlord and Lair of the Shadow Broker were both great. I didn't like Stolen Memories as much.
